The Load Flow Control Block Operational Agreement document (hereafter referred to as “LFCBOA”) applies to the Block of Ireland (IE) and Northern Ireland (NI) and contains the Agreement required by Article 119 of Commission Regulation (EU) 2017/1485 of 2 August 2017 establishing a guideline on electricity transmission system operation (hereafter referred to as “SOGL”). Article 3 of the LFCBOA, sets out the ramping restrictions for active power output in accordance with SOGL Article 137(3) and (4). Currently, an all-island ramp rate limit of 10 MW/minute is applied to the maximum rate of change of flow on the Moyle and EWIC interconnectors. This limit was agreed between EirGrid and SONI when the LFCBOA was drafted and was approved by the CRU and UR. The ramp rate limit is shared equally among the two interconnectors (i.e., 5 MW/min each for Moyle and EWIC unless an interconnector is on outage). In advance of the Greenlink Interconnector becoming operational in Q4 2024, a review of the all-island interconnector ramp rate and a subsequent amendment of the LFCBOA is required.
